Table 14-602-1: Residential Use for Pet Care Tables
o    Ms. Gladstein reported that the ZCC has received a large number of comments from operators of residentially based pet-care business and their customers in support of allowing such uses. The Committee reviewed a summary of their comments and considered whether to allow animal services in residential districts either by-right, by special exception, or as an accessory use to an educational facility, hospital, library and cultural exhibit, religious assembly, or park and recreation building.
o    Commissioner Kelsen noted that while this may seem like a good thing to do, allowing such uses will affect neighborhoods.
o    He and Commissioner Pastore felt that pet-care businesses seem like commercial uses and should not be allowed in residential districts.
o    Several others agreed, and the Committee did not accept the recommendation.
